I think it's absurd... guys should be the ones to make the first move. If they take too long it means they're not serious.

I think it depends on the situation and what kind of person you are. If you feel good about asking the guy out, go for it. If you feel sketchy then rather hang back and wait for him to come to you. If he doesn't then obviously he's "just not that into you" and you made the right move by hanging back.
